ERISA and the Agency Problem

Chief investment officer of the Washington State Investment Board in Olympia, where he is responsible for the recommendation and implementation of investment strategy. He was previously the managing director of benefit investments at J.C. Penney Company, and the first CIO of the retirement system in Idaho. Mr. Halpern holds an anthropology degree from Grinnell College and an M.B.A. in finance from UCLA. He has also completed doctoral coursework in strategic planning at Northwestern University.
